Guidelines for Use of Funds

Category A:  Public Health Emergency & Negative Economic Impact

To respond to the public health emergency or its negative economic impacts, including assistance to households, small businesses, and nonprofits, or aid to impacted industries such as tourism, travel, and hospitality; includes testing, contract tracing, vaccination-outreach to vulnerable pops, prevention in congregate settings, mental health training, services for mitigation and recovery, crisis mitigation, food-rent-mortgage-utility assistance, home repairs, weatherization all to prevent eviction or homelessness, business assistance; eligible uses under CRF except for payroll and tax-anticipation notes

Category B:  Premium Pay to Eligible Workers

To respond to workers performing essential work during the COVID-19 public health emergency by providing premium pay to eligible workers; up to $13/hour for max of $25,000 & not greater than 150% of average annual wage; prioritize lower income; essential workers are in critical infrastructure (healthcare, education, child care, transportation, sanitation, protect health and well-being of resident) who regularly perform in-person work, interact with others at work or physically handle items handled by other- not teleworkers; CAN retro to Jan 27, 2020

Category C: Government Services to the Extent of Revenue Reduction

For the provision of government services to the extent of the reduction in revenue due to the COVID–19 public health emergency relative to revenues collected in the most recent full fiscal year prior to the emergency; revenue loss calculation entity-wide, detailed included sources and specified time frames; govt services can include but not limited to maintenance of infrastructure or pay-go spending for maintenance of infrastructure or pay-go spending for hardware, software, and protection of critical infrastructure; health services; environmental remediation; school or educational services; and the provision of police, environmental remediation; school or educational services; and the provision of police; can use for general infrastructure to the extent of revenue reduction; CAN NOT pay on outstanding debt or financial reserves or pension;

Category D:  Investment ion Water, Sewer, Broadband Infrastructure

Water and Sewer Infrastructure includes Stormwater and includes planning, design and construction; wide range of project that are eligible under EPA DWSRF such as treatment, transmission, distribution, rehab and new; AND CWSRF as nonpoint source pollution management, stormwater systems, water conservation, watershed pilot projects, energy efficient in treatment systems, security measures and cybersecurity/ construction performance expenses can run to Dec 31, 2026 but costs must be incurred by Dec 31, 2024; NEPA does not apply if only using ARPA funds but state requirements not waived
